Germany acted as leading donor of foreign aid to Namibia after this country reached indpendence from South Africa in 1990. I am investigating the causes of this committment. Which international pressures on German officials existed to take over a leading role after Namibia reached independence? This is particularly interesting regarding the German involvement in the international peace talks that preceded the transition to independence in the late 1980s. Was there coordination with other donor countries with large engagements in Africa, including the US, Japan, France, and Great Britain? There exists a German speaking minority in Namibia, which traces its origins back to German colonial rule prior to 1915. Where there direct ties between German officials and representatives of this minority? If yes, are they ongoing? And finally, did Germany have direct economic interests that benefited from a highly visible aid policy stance?
